A Shared Mission: Unlocking Collaboration Between Government and Charities for a Healthier, Happier Jersey

As Jersey embarks on an ambitious journey to improve population health and reduce health inequalities, there is a unique and timely opportunity for greater collaboration between government and the charity sector. Nowhere is this more evident than in the alignment between the Island’s public health strategy and the ambitions of the Island of Longevity project — a community-led initiative seeking to make Jersey a healthier, happier, and more connected place to live, work, and age well.

Shared Purpose: Prevention, Equity, and Wellbeing

The Population Health Strategy 2023–2027 and Health and Care Jersey Business Plan 2025 set out a bold vision: to prevent illness, promote wellbeing, and tackle the social and environmental factors that determine health outcomes. These aims mirror the mission of many local charities, including those working to reduce isolation, improve mental health, support ageing populations, and build stronger communities.

This common ground creates fertile space for collaboration.

Seven Opportunities for Government–Charity Partnership

Here are seven key areas where charities and government can work together for lasting impact:

1. Healthy Ageing and Prevention of Illness
Shared goal: Help Islanders live longer, healthier lives.
Opportunity: Co-design lifestyle, nutrition, and wellbeing programmes tailored to older adults or those at risk of long-term illness.

2. Tackling Loneliness and Social Isolation
Shared goal: Build stronger, more connected communities.
Opportunity: Scale up peer support, befriending, and intergenerational programmes—leveraging community hubs, parishes, and volunteer networks.

3. Mental Health and Resilience
Shared goal: Improve mental wellbeing and prevent suicide.
Opportunity: Develop early-intervention models and creative campaigns that de-stigmatize mental health and promote purpose in later life.

4. Reducing Health Inequalities
Shared goal: Ensure everyone—regardless of background—has a fair shot at a healthy life.
Opportunity: Charities can lead targeted outreach in underserved areas, helping reach those who may fall through the cracks.

5. Public Engagement and Insight

7. Sustainable Funding and Integration
Shared goal: Make health systems more sustainable and collaborative.
Opportunity: Explore co-commissioning, pooled funding, or shared measurement frameworks between government and third-sector providers.

A New Model for Health and Care

This isn’t about charities doing more with less. It’s about creating a joined-up model of prevention, care, and community support that reflects the real-world needs of Islanders. Charities bring proximity, trust, and agility. Government brings reach, infrastructure, and accountability. Together, they can help Jersey shift from a reactive model of healthcare to a proactive model of wellbeing.

As we face an ageing population, rising costs, and growing complexity in health needs, this collaboration is no longer optional—it’s essential.

Next Steps: From Alignment to Action

To turn this alignment into action, the following are possible actions:

Co-hosting a Longevity Forum: bringing public health leaders, charities, and community voices together to co-create priorities.
Launching pilot projects that demonstrate joint impact—particularly in areas like loneliness, healthy ageing, or digital health access.
Exploring a partnership charter or MoU to formalize how government and charities collaborate, share data, and evaluate outcomes.
